We are still shopping around for Lhasa-based travel operator. One of us is a foreigner. Officially, according to "西藏旅游局", foreign tourists should have permit (进藏证), and must have guide to accompany them. There are several checkpoints along the major highways and scenic sites, where Police will check out the IDs.
